Tokyo does not require printed photos for the passport itself, but notes an exception when prior identity-record correction is needed. Sending document copies beforehand does not replace attendance for biometric capture. Check whether your case includes that separate procedure before ordering prints. [1]
The Miami consulate also requires personal attendance. Its passport checklist does not publish printed-photo dimensions. Follow the receiving office’s instructions instead of applying a photo size from a different identity-document procedure. [2]
