There is a route where a photo you took is accepted, and a route where it is not.

Two current, identical, passport photos in color, 5 by 5 centimeters, on a white background. … Israeli biometric travel documents cannot be issued outside Israel.

The office photographs you when you apply, free of charge. You do not need to bring a photo.
