Why
You submit a code issued by the studio, not a photo
What the authority says
The photography studio sends your passport photograph to the police electronically, and you will receive a photograph retrieval code. A photo studio can only upload photos they have taken themselves, as they must be able to guarantee photo authenticity and origin.
