What these tools check — and what they do not
They read the technical properties of a file: its format, its pixel dimensions, its shape and its size on disk. Those are the things a browser can measure.
They do not look at the face in the photo, the pose, the expression, the eyes, glasses or the background, and they cannot tell you whether an authority will accept a photograph. The requirement figures come from the same published sources as the rest of this site. Where an authority publishes no figure, the tools say so instead of guessing one.
